Virgin Atlantic (VA) is pretty big on its premium economy product. On this configuration of the B747-400 (there are four in total), all the PE seating is on the lower deck, with none on the upper.

Seatplans.com recommends...

The middle four seats of row 32, so that's 32D, 32E, 32F and 32G. 3-4-3 is already a lot to pack into one row, but because row 32 is behind the galley, there's bound to be a bit more room. It'll also be easier for E and F to get out without disturbing their neighbours in D and G.

28A, 28C, 29H and 29K are exit row seats and are sure to have bags of legroom.
