On this configuration of the VA B747-400, Upper Class seating is spread across the upper and lower decks.
Seatplans.com recommends...
It's a toss-up between rows 12-19 on the lower deck and 1-5 on the upper. The B747's upper deck is supposed to be quieter, which is a definite consideration on an overnight flight.
Rows 20-25 of Upper Class, on the lower deck, is more dense and chances are it's going to be the busiest.
