Further details on Virgin's Premium Economy product are found here

Virgin Atlantic has two different premium economy products, and on the B747-400 out of Gatwick, the main and upper decks are slightly different, but the service is identical.

The place to sit in premium economy here is upstairs on the upper deck. It is dedicated to premium economy passengers, and has dedicated cabin crew, as opposed to downstairs where they are assigned to other cabins as well.

If you have the choice upstairs, the seats to choose are the window seats (A and K). Two reasons. Firstly, upstairs the overhead storage space in the bins is smaller than downstairs, but the window seats have an extra side bins created because of the curve of the aircraft. Even more importantly, the aisle seats C and H have quite bulky boxes under them housing the IFE, so you get restricted leg room in these seats.
