On the 747-400, the number of premium economy seats has gradually been increased so that it now wraps itself around the stairs (seating in 2-2 either side of the stairs (A,C - stairs -  H,K) and then 3-2 on the upper deck (A,B,C - H,K) where it takes in the rear section of this deck.

Seatplans.com says...

The best seats are upstairs simply because the cabin is smaller, and since you are sharing that cabin with the business class passengers, there are less seats up there than you might normally expect. It is also quieter. Rows 22 and 27 offer the best legroom.
